Schools are obligated to identify language learners in a timely manner using state approved assessments, provide appropriate language services, monitor student’s language progression using a state approved language assessment and provide a pathway to exit ELL services. -ESSA (2017), Title VI of the Civil Rights Act (1964) & ELPA

Language Trajectory 

 Students typically learn English somewhere between 5 to 7 years, depending on other factors that impact their ability to learn the language. The state of Colorado has set a 6‐year timeline from Non-English Proficiency to scoring FEP on the ACCESS 2.0 Assessment. The Trajectory is broken down into interim stepping‐stones of 1‐2‐3‐years to arrive at the next language level.
